Supply the owning `principal_id`, a `template_name`, its `category` and `template_type`, and the `content` body with `{#var#}` placeholders (optionally the owning `header_id`, a registrar `template_id`, and the `variables` list). Stored as `pending` for later registrar submission. Owner/admin only.
