# Upsert a country × channel regulatory rule

> Create or update the regulatory rule for one country × channel pair in the global, ops-curated table, stamping it as a `manual` review. Use it to correct or enrich a country's sender types, registration posture, restrictions, STOP requirement, throughput, and source links. Platform-admin only, because `country_channel_rules` is a single global table every tenant reads — a tenant admin cannot write to it.
