Advertises which parts of the SCIM protocol this organization's connector supports — PATCH yes, bulk no, filtering up to 500 results, no password change, OAuth Bearer token authentication — so an identity provider (Okta, Microsoft Entra ID, and similar) can adapt its provisioning behaviour before it syncs users. Call this once when configuring the SCIM connection.
