Because sibling subaccounts share one tenant schema, only the ownership pointer changes — the number's config and history stay intact. The target org must be in the same tenant and org family, and the DID must be purchased inventory the caller owns, or the call returns 409. Org-ownership is enforced per call; invariant #45 is untouched (ownership-column write only).
