Assemble and preserve an NCMEC CyberTipline report
Assembles a filing-ready NCMEC CyberTipline report (18 U.S.C. §2258A) for apparent CSAM detected in media and durably preserves its summary in the tamper-evident audit ledger for the statutory 90-day window. The body carries the detection signal (source, confidence, detector), the involved media with at least one hash (md5/sha1/sha256/photodna), and any known subscriber/transmission information. Returns 422 when the detection does not warrant a report (not apparent CSAM, or confidence below the reporting threshold). Assembles a compliance artifact only — it sends nothing and routes nothing.

Stripe-style idempotency token. Pass a stable, client-generated value (1-255 chars) to dedupe retries on transient timeouts. The same key+credential+path replays the original response for 24h on 2xx (5min on 4xx, 30s on 5xx). Returns 409 if a concurrent request with the same key is already in flight; replayed responses include the Idempotency-Replay: true response header.
