Register or replace a dispatchable emergency location
Register (or fully replace) the E911 dispatchable location for one device on an owned DID. The location is keyed by device_key, structurally validated on write (required civic fields, per-country postal shape, lat/lng range — the verdict is returned as validation_status/validation_issues, it does not reject the write), and appended to the number’s update history. Pure emergency-location metadata: this enriches WHERE a 911 call is dispatched to, never how a call egresses. Org-ownership gated + audit-logged.

Stripe-style idempotency token. Pass a stable, client-generated value (1-255 chars) to dedupe retries on transient timeouts. The same key+credential+path replays the original response for 24h on 2xx (5min on 4xx, 30s on 5xx). Returns 409 if a concurrent request with the same key is already in flight; replayed responses include the Idempotency-Replay: true response header.

Test-prefixed keys unconditionally enable sandbox regardless of this header.
