Get the org quiet-hours policy
Returns the organization’s cross-channel quiet-hours policy (quiet_hours: the stored envelope with per-channel overrides, null when unset or type-drifted) and the resolved effective window per channel (resolved) after platform-default → org default → per-channel coalescing — exactly what the send-path gate enforces. Quiet hours are opt-in per channel: absent channels resolve to the disabled platform defaults (8–21 / 9–21 hour templates). Read-only; no send is performed.

Sandbox opt-in for Clerk-session-authenticated requests. Set to true to route the call through the test-mode pipeline: no real provider delivery, no credits deducted, response meta.test_mode: true. Ignored for live API keys (dv_live_sk_*) — server-to-server clients must use a test-prefixed key (dv_test_sk_*) to exercise sandbox. Test-prefixed keys unconditionally enable sandbox regardless of this header.
