Update AI budget config
Replaces the org’s AI-spend budget configuration. All fields are optional and merged over the current values (read-merge-write): send only what changes. Caps are integer cents (0 to USD 1B); channel-threshold keys use the channel-name alphabet; alert_at_percent is 1-100. Values are re-normalised on write, so an out-of-range or malformed input is dropped rather than persisted. Requires an authenticated session; the write is scoped to your organization.
