Brazil is a WhatsApp-first market, while SMS remains useful for alerts, fallback and audiences who prefer it. For SMS, the published country guidance listsrequired registration for alphanumeric senders; short codes are a common high-volume option. Do not assume dynamic alphanumeric sender IDs work at subscriber level. Check the current Brazil row and carrier requirements before launch.
Anatel and Não Me Perturbe
Anatel is Brazil’s telecommunications regulator. The national Não Me Perturbe service lets consumers register to limit telemarketing contact from participating sectors. Coverage and implementation may depend on the type of contact, provider and sector. Confirm applicability with counsel and your messaging partner; do not assume a registry check alone authorizes a campaign. Maintain tenant-owned opt-out hygiene regardless of registry coverage:- Record an opt-out promptly and apply it to the channels and purposes it covers.
- Preserve when, how and for which channel the request was received.
- Screen against any relevant do-not-disturb source available to your organization and retain the check date and result.
- Keep opt-outs effective across imports and campaigns. Absence from a registry does not establish consent.
LGPD: lawful basis and evidence
The Lei Geral de Proteção de Dados (LGPD) governs processing of personal data. Article 7 sets out legal bases for processing; Article 8 addresses consent requirements when consent is the basis; Article 9 requires clear information about the processing. Select and document the basis that actually fits each purpose. For consent-based marketing, explain who will send messages, their purpose and how the person can withdraw permission. Keep evidence linked to the recipient, purpose and channel: collection source, date, disclosure wording or version, and later withdrawal. A number supplied to complete an order is not automatically permission for unrelated marketing. Do not label promotional traffic transactional to avoid a consent decision. Provide a process for people to exercise LGPD rights, including requests for information about processing, correction, and deletion or consent revocation where applicable. Keep withdrawal and deletion outcomes from being undone by later imports. The ANPD may investigate complaints and alleged violations and apply sanctions provided by law; retain a clear record of decisions and responses. Your organization chooses the lawful basis, captures evidence, honors opt-outs and responds to requests. WhatsApp is a primary business messaging channel in Brazil. Consider it alongside SMS based on audience reach, consent, message urgency and delivery needs rather than assuming it replaces SMS for every use case. Meta’s WhatsApp Business Platform rules apply in Brazil. Connect and verify your business account, follow template category requirements, and use an approved template for business-initiated messages when required. For Brazilian Portuguese, submit and select the approvedpt_BR template variant; an approval for another language is not interchangeable. Meta can update review, quality and messaging policies, so check the current rules before you launch.
Keep WhatsApp consent and opt-outs within your tenant’s contact controls. A request to stop should not be bypassed by switching channels; assess its scope and your lawful basis before any further contact.

The published Brazil guidance lists alphanumeric SMS registration as required. For a sender and channel with a required registration level, the send gate holds A2P traffic until an approved registration exists for that country. Other sender types follow their own current country and carrier requirements; one sender’s approval does not establish approval for another.
