Sweden Number & Sender Rules (PTS)
Sweden (SE) sits in Orbit’s regulated number-purchase set, so a
Swedish DID order opens only after an approved compliance profile is
attached. Traffic into Sweden sits under the Electronic Communications
Act (Lag (2022:482) om elektronisk kommunikation, LEK) and the Marketing
Act (Marknadsföringslag (2008:486)), overseen by PTS, the Swedish Post
and Telecom Authority, with the NIX register as the national opt-out
list for voice and direct mail. This page expands the SE row of the
country-requirements matrix so you
can assemble the profile before your first Swedish order.
Sweden is a tenant-owned burden. Orbit keeps the country-rules
reference and the purchase gate; the legal posture is yours.
This page is documentation, not legal advice. The Marketing Act’s
opt-in rule and LEK’s communications provisions are enforced against
the sender, and PTS numbering rules bind whoever terminates traffic
into Sweden. Have counsel review your consent and CLI practice; Orbit
supplies the surfaces.
Where Orbit gates Swedish number purchases
SE is a member of the platform’s phone_number_purchase regulated set
(DE, GB, FR, BR, MX, IN, JP, FI, NL, SE) — the same registry that drives
the compliance-profile wizard. Sweden is the strictest packet of the
three Nordic markets: the carrier asks for the identity document as a
required role, not an optional one.
1
Create the profile
POST /api/v1/compliance/compliance-profiles with
country_code: "SE" and use_case: "phone_number_purchase". The
wizard surfaces the Swedish packet: required business
registration certificate (business_doc), proof of address
(address_proof, dated within 90 days), and government-issued ID
(id_proof). The data fields are the business identity block
(registered name, registration number, address, contact person,
email, phone) plus website and the use-case description with
sub-allocation disclosure.2
Submit and wait for carrier review
Submission fans the bundle to the carrier for review, typically a
few business days; the carrier’s Sweden requirement list also
expects the recipient of the numbers to be reachable in Sweden at
purchase time, which you attest in the profile. The gate opens
only on
approved. See the
KYC Profile Submission Runbook.3
Order the number
Place the Swedish order with the approved profile attached
(
compliance_profile_id). Without an approved profile the order
gate answers the same 422 as a missing profile
(COMPLIANCE_PROFILE_REQUIRED / COMPLIANCE_PROFILE_NOT_APPROVED),
and a number bought ahead of approval lands at
pending_compliance and cannot originate traffic until the profile
is attached and the carrier confirms.PTS posture: opt-in, NIX, and the international traffic path
Opt-in marketing. The Marketing Act makes prior consent the rule for electronic direct marketing to individuals; the NIX register is the opt-out list you scrub for voice campaigns and address-based marketing. Swedish recipients revoking consent must stop on every channel. The international traffic path. PTS numbering and caller-ID rules apply to traffic terminating in Sweden regardless of where the call or message originates. If you send into Sweden from a non-Swiss number inventory — the international path — two obligations travel with the traffic: present an accurate, reachable CLI on voice (no spoofed or withheld presentation on marketing calls), and keep the originating identity traceable for traceback requests. These are tenant posture items on top of the platform’s routing; Orbit’s softswitch-routed outbound does not relieve you of them.
The live SE row orients the sender side; read it before launch:
Worked phone_number_purchase profile for SE
business_doc, a proof of
address dated within 90 days as address_proof, and the signatory’s
passport as id_proof. All three are required for Sweden.
