Approve a pending tool call
Mark a pending tool approval as approved, releasing the paused tool invocation and queueing the agent conversation to resume on the approved path. Optional body { reason?: string } (up to 2000 chars) is stored on the decision for the audit trail. Returns 404 when the approval is unknown and 409 (ALREADY_DECIDED) when another decision landed first — treat 409 as information, not a retryable error. The response carries resumed: true|false so the UI can flag a resume-queue outage even though the decision persisted. Owner or admin role required.

Stripe-style idempotency token. Pass a stable, client-generated value (1-255 chars) to dedupe retries on transient timeouts. The same key+credential+path replays the original response for 24h on 2xx (5min on 4xx, 30s on 5xx). Returns 409 if a concurrent request with the same key is already in flight; replayed responses include the Idempotency-Replay: true response header.

Test-prefixed keys unconditionally enable sandbox regardless of this header.
