Dry-run an action against an authorization mandate
Evaluate an action against a mandate snapshot WITHOUT advancing its invocation count — the runtime authorization gate as a dry-run. Re-verifies the consent digest, checks the action’s type/tool/data-category against the allowlists, the invocation cap, and the expiry, and returns the verdict (authorized + reason). The A2A/MCP dispatch layer calls this before performing a delegated action; /act is the committing variant. Read scope (inherits agents:read); never mutates anything.

Stripe-style idempotency token. Pass a stable, client-generated value (1-255 chars) to dedupe retries on transient timeouts. The same key+credential+path replays the original response for 24h on 2xx (5min on 4xx, 30s on 5xx). Returns 409 if a concurrent request with the same key is already in flight; replayed responses include the Idempotency-Replay: true response header.
