Authorize and commit an action under a mandate
Authorize an action against a mandate AND commit it atomically: re-verifies the mandate’s consent digest, advances the invocation count, and returns the advanced mandate snapshot plus the authorization verdict. Use it when the runtime is ready to perform a within-scope action; the dry-run /authorize variant never advances the count. An out-of-scope action is rejected with 422 carrying the deny reason, so a caller can never act past consent. Owner, admin, or developer role required (agents:write scope).

Stripe-style idempotency token. Pass a stable, client-generated value (1-255 chars) to dedupe retries on transient timeouts. The same key+credential+path replays the original response for 24h on 2xx (5min on 4xx, 30s on 5xx). Returns 409 if a concurrent request with the same key is already in flight; replayed responses include the Idempotency-Replay: true response header.
