Get Orbit's agent public-key directory
Publishes Orbit’s Web Bot Auth (HTTP Message Signatures) public key set as an RFC 7638 JWKS directory. A recipient of an Orbit-signed request reads the keyid from its Signature-Input header, fetches this directory advertised in the request’s Signature-Agent header, and selects the matching key by its thumbprint to verify the Ed25519 signature. Unauthenticated and edge-cached — public key material only, never the private signing key; an empty keys array means Orbit is not signing yet.
