Update an MCP server's governance flags
Update the governance of a registered MCP server: flip its enabled flag, replace its tool_allowlist (the per-agent tool-visibility filter the runtime consults), and/or its tool_approval_required flag. undefined leaves a key untouched, null clears it, an array replaces. Read-modify-write preserves sibling metadata keys; the change is audit-logged. 404 when the id is unknown to this agent.
