Resolve a Teams Direct Routing SBC pairing descriptor
Validates a posted SBC FQDN + registered carrier domain and returns the resolved SBC pairing descriptor — the exact parameters to feed New-CsOnlinePSTNGateway in the Teams admin centre. Stateless (persists nothing). Outbound termination is pinned to the Devotel softswitch.

The same key+credential+path replays the original response for 24h on 2xx (5min on 4xx, 30s on 5xx).
