Evaluate a single consent verdict for a contact/channel pair
One boolean allow/block decision plus a structured reason for the (contact, channel[, policy template]) tuple. Built for the destination fan-out path: call it before pushing a CDP event to a destination and suppress delivery when the contact has no active grant. Emits a structured log line per call rather than an audit row, so it stays cheap at 600/min. Owner / admin / developer.
