Re-consent renewals surface: lists the identities whose current effective consent is a grant that is expired or approaching expiry under the tenant’s configured retention window, so marketing and compliance staff can drive re-consent campaigns before the grant lapses. Returns an enabled=false empty list when the tenant has not configured a retention window. Owner / admin / developer.
