List queued activation approval requests
Returns the maker-checker activation approval queue (newest first, capped at 50 requests) plus whether the org-wide approval gate is on. Rows carry counts and a batch fingerprint — never member data — so an approver can sign off without touching PII. Filter with ?status=pending|approved|rejected|consumed. Each pending request was enqueued by POST /audience/activate/:platform while the gate is on; a second person decides it via POST /audience/approvals/:id/decision. Owner / admin / developer.
