List the tenant's identity rules
Returns the operator-authored identity-rule set — the tenant’s seeded baseline plus any custom rules. Each rule gates one MDM-safe match shape (external_id, phone, email, anonymous_id) so the resolver can treat raw identifiers like phone-as-userId as legitimate merge keys while unsafe shapes still route through identify. Priority-ordered; a disabled rule persists for audit but is skipped.
