Redispatch a failed or skipped activation run
Retries a previous non-‘ok’ activation run: the original run pins the platform, segment, and operation, so the body only resubmits the (corrected) member batch — members are never persisted server-side, the run log keeps counts only. The destination must still be enabled with an audience id and a wired connection (409 otherwise), and an already-‘ok’ run answers 409 with nothing to retry. The redispatch is recorded as a new run linked to the original via retry_of. Owner / admin / developer.
